The FAA has issued a final rule — publishing in the Federal Register on September 14, 2026 — that updates three sport pilot Practical Test Standards to align them with the MOSAIC final rule — and in doing so makes one substantive safety change that every sport pilot applicant and instructor needs to know: the minimum recovery altitude for slow flight and stall tasks increases from 1,000 feet AGL to 1,500 feet AGL. The Substantive Change: 1,500 Feet AGL
The FAA proposed this rule in December 2025 without an altitude change. It appears in the final rule because a commenter asked for it.
That commenter recommended raising the minimum recovery altitude in FAA-S-8081-29, Section 1 (Sport Pilot Airplane, ASEL and ASES), Area of Operation VIII — Slow Flight and Stalls, Tasks A, B, and C — from 1,000 feet AGL to 1,500 feet AGL, arguing that 1,000 feet presented elevated risk and that 1,500 feet would match the Private Pilot Airplane ACS (FAA-ACS-6C), which already uses that figure for the same tasks.
The FAA agreed, and the reasoning connects directly to MOSAIC. Under the new performance limits in § 61.316, sport pilots may now operate larger and more capable aircraft than the traditional light-sport definition allowed. Conducting slow flight and stalls in a heavier airplane at 1,000 feet AGL leaves less margin than the same maneuver in a 1,320-pound LSA. Raising the floor to 1,500 feet restores that margin.
The practical effect: sport pilot applicants taking a practical test in an airplane must plan entry altitudes so slow flight and stall tasks complete no lower than 1,500 feet AGL. Instructors preparing students should be training to that standard now, ahead of the October 14 compliance date.
It’s worth noting this change applies to the airplane category PTS. The lighter-than-air and powered parachute/weight-shift standards were incorporated as proposed.
Why the Rest of the Rule Exists
The remainder resolves a conflict MOSAIC created.
The MOSAIC final rule, published July 24, 2025, restructured light-sport certification and removed the definition of “light-sport aircraft” from § 1.1, effective July 24, 2026. In its place, MOSAIC established new performance limits and design requirements in § 61.316, which took effect October 22, 2025 and substantially expanded what sport pilots may fly.
That left the sport pilot PTS pointing at a definition scheduled to disappear — and, more consequentially, limiting the aircraft an applicant could use for a practical test to a narrower category than the one they’d be legally permitted to fly afterward.
The FAA described the risk plainly: pilots might demonstrate proficiency in traditional light-sport aircraft without ever training or testing in the larger aircraft MOSAIC allows. A pilot could pass a checkride in one class of airplane and legally fly a materially different one the next day.
The fix is a terminology swap. References to “light-sport aircraft” become “aircraft” meeting the § 61.316 performance limits and design requirements — so the testing standard now matches the operating privilege.
Why the PTS Are Still PTS and Not ACS
Two commenters asked why the FAA didn’t take the opportunity to convert these documents to Airman Certification Standards format, which integrates task-specific knowledge and risk management elements into each Area of Operation rather than treating them separately.
The FAA’s answer: it is converting all PTS to ACS, but for this rulemaking it chose the most expeditious path to resolve the MOSAIC conflict. Sport pilot standards remain in PTS format for now, with conversion coming as part of the broader transition.
For instructors, that means the sport pilot documents still look different from the private pilot ACS that most CFIs work with daily — a formatting inconsistency the FAA has acknowledged and intends to close.
What Didn’t Change
The rule’s scope was narrow, and the FAA declined several suggestions as outside it:
Ground reference maneuver altitudes stay at 600 feet AGL. A commenter asked to match the ACS range of 600 to 1,000 feet; the FAA determined the existing 600-foot minimum already permits the maneuvers to be performed safely.
Type Certificate Data Sheets will not be referenced in the Preflight Preparation area, because TCDS are not tested during a practical test or proficiency check.
Power-on stall language regarding cruise configuration and evaluator-assigned power was not adopted.
The practical test requirement to add sport pilot airplane privileges stays. A commenter raised concerns about examiner fees, travel, and scheduling costs; the FAA noted that requirement came from MOSAIC, not this rule.
The FAA also confirmed, in response to a request, that the PTS will remain free, downloadable, and publicly accessible on its Training and Testing website.
What This Means for Sport Pilots and Instructors
Train to 1,500 feet AGL now. The compliance date is October 14, 2026. Any applicant testing after that date in the airplane category will be evaluated against the new floor, and habits formed at 1,000 feet won’t serve them.
Download the B revisions. FAA-S-8081-29B, -30B, and -31B become the operative standards on September 14, and the FAA posts them free at faa.gov/training_testing. If you’re working from an A version, it’s superseded.
Understand what aircraft qualify. Practical tests must be conducted in an aircraft meeting the § 61.316 performance limits and design requirements — not the old light-sport definition, which no longer exists.
For CFIs with sport pilot ratings: the same standards govern flight instructor practical tests and proficiency checks, so the altitude change applies to your own checking as well.
No new costs. The FAA determined the rule imposes no incremental cost on applicants or existing airmen, since testing processes, areas of operation, and tested elements are otherwise unchanged.
