In early January 2026, the Aircraft Owners and Pilots Association (AOPA) recognized a pivotal achievement in general aviation rulemaking by presenting the AOPA President’s Award to the Federal Aviation Administration (FAA) team responsible for the Modernization of Special Airworthiness Certification (MOSAIC) final rule. The ceremony took place at AOPA’s headquarters in Washington, D.C., where FAA Administrator Bryan Bedford accepted the award on behalf of the team of 38 FAA employees.
The MOSAIC rule, finalized in 2025, represents one of the most consequential regulatory updates for general aviation in decades. It expands sport pilot privileges and modernizes aircraft certification pathways, making it easier for more types of aircraft to operate under updated airworthiness standards. AOPA President and CEO Darren Pleasance presented the award plaque to Administrator Bedford, and individual certificates were given to each team member in recognition of their contributions.
Throughout the MOSAIC rulemaking process, the FAA engaged closely with AOPA and the broader general aviation community, listening to tens of thousands of public comments and refining the rule to better align with how pilots fly today. For example, earlier proposals for stall speed requirements under MOSAIC would have excluded a large portion of the general aviation fleet. After ensuring safety was maintained, the team adjusted parameters to allow aircraft such as the Grumman Cheetah and Piper Cherokee to qualify under the updated criteria.
AOPA’s President’s Award is given to individuals and teams whose work significantly advances the interests of general aviation. By honoring the FAA MOSAIC team, AOPA underscored the importance of regulatory frameworks that foster innovation and accessibility while prioritizing safety.
